UPDATE 4/11/12
School board directors in the Downingtown Area School District are elected through a nine region plan pursuant to section 303 of the School Code. Directors serve the residents of Downingtown Borough, East Brandywine, East Caln, Uwchlan, Upper Uwchlan, Wallace, West Bradford and and West Pikeland.
The School Code requires that each region be contiguous and as equal in population as possible. A look at the 2010 census revealed a significant imbalance between the populations served by each director. Board director Robert Yorczyk requested that one this year's Board goals be a reexamination of the DASD Board election patterns based on the most current 2010 census.
As part of the process, municipal and legislative leaders were surveyed and County GIS maps were requested. Six different maps were created using assistance from the County's GIS information system. Following a series of public discussions reviewing the proposed maps, the Board voted 6 - 1 on April 11, 2012 to approve reapportionment map 3.
Board president Jackie Fenn voted against the proposal because Upper Uwchlan, one of the most heavily populated regions, remains part of the Wallace and West Pikeland regions. but commended Mr. Yorczyk on his work in completing this Board goal. Mrs. Fenn's concerns for Map 3 centered on Upper Uwchlan, one of the district's most populated areas. Upper Uwchlan 1 and 3 are currently represented by West Pikeland resident Barbara Hurt Simmons with Wallace resident Mrs. Fenn representing Upper Uwchlan 3. "I was hoping that there might be a feasible plan that would give this large community its own representative," said Mrs. Fenn.
Map 3, if approved by the Court of Common Pleas, equalizes the population served by the nine directors. It also minimizes the disruption to the School District because it preserves the terms and rotation of the current directors.
